Introduction
Property Tax is
the principal source of revenue in urban local bodies in virtually every part of
the world. In most cities in India the property tax base has been considerably
eroded by administrative and procedural inadequacies. A
significant number of properties are not included in the tax base; those that
are included are inaccurately assessed and collection is inefficient. Based on
analysis of many cities across India, the eGov Property Tax system addresses many of the
inadequacies in the current system.
There are 3
main ways in which Property Tax is calculated:
The eGov
Property Tax application module handles all 3 property tax methods. It computerizes the revenue department
of a City
Corporation or Municipality and provides an entire IT system that manages
properties and their taxation. It calculates the property tax demand
automatically based on any of the above mentioned methods. It is fully integrated with eGov Financials which is the
accounting software that manages Municipal finances, so that up-to-date reporting of tax collections is fully automated. The tax collection
application also generates the Bank Deposit Chalans and the Khirdi
reports. The application handles property registrations, transfers,
bifurcations, and amalgamations within the corporations.

In order to exploit the
power of IT the revenue department and its process of managing property
taxes has to undergo certain fundamental changes - if the aim is to
create leaps in operational efficiency.
In addition to GIS enabled
mapping through city sketches and ground surveys, the city streets may need to
all be named and the properties numbered. A Guide to Street Naming and

Each and every property must be identified in
order to enter it to the eGov Property Tax System. Based on the quality of
record keeping surveys may need to be conducted to collect accurate information,
so that the eGov Property system is seeded with quality data. The gathering of
such data is in itself a laborious process.
Clients
Currently the
Bangalore Mahanagara Palike - BMP -
(city corporation) uses the eGov Property Tax system to manage its
revenue department. 6.4 Lakh property records and 12 Lakh payment records
have been entered into the eGov Property system in Bangalore. eGov Property has
collected more than Rs. 600 crores in property taxes in Bangalore.

The Nirmala Nagara project for
57 of Karnataka's largest cities are deploying the eGov
Property. This system involves a tightly integrated cadastral GIS that is
available over an internet architecture. 3000 SqKms of urban area in Karnataka
were surveyed house-by-house to create this accurate system of record keeping.
Street Naming and Property Numbering also had to be implemented to create a
clean database of properties. A sophisticated Capital Value System of taxation
was implemented with self assessment was introduced.
The
Municipal Corporation of Delhi launched eGov
Property Tax in April 2007. By July a record 2,00,000 (20% of all assessed
properties) had registered online to pay property tax. Credit card processing
was also offered online as many Delhi residents chose to pay property tax
online. Cash and check payments can also be made at UTI banks and MCD property
tax receipts can be printed online by citizens. The Unit Area System is
completely automated with online forms and payment.
The New Delhi Municipal
Council (NDMC) has gone live with eGov Property Tax as off Aug 2007.
The NDMC intends to integrate the eSeva citizen counters to the eGov Property
system backend which automatically updates the eGov Financials system of
property tax reciepts.
